Reaching for the Stars

"Reaching for the Stars" Quality Differential Certification System is Oklahoma’s tiered subsidy program for reimbursement to child care providers (centers and homes) caring for children from low-income families.  Participating in the Stars program is optional, for programs that don't accept DHS subsidy. 

One Star represents basic state child care licensing compliance.

One Star Plus is a temporary (two-year) designation for programs working toward Two Star status.

Two Star represents higher standards of program quality, staff education and development, and includes program accreditation though several nationally recognized accrediting agencies. 

Three Star programs receive the highest level of reimbursement.  Programs must meet all the Two Star requirements AND have a national accreditation.

A higher reimbursement level to the provider translates to higher levels of professional development, parent involvement, and improved environments for young children.

“Reaching for the Stars” helps parents identify quality child care programs more easily.  Child care programs participating in Reaching for the Stars are required to meet additional quality criteria in order to be rated with Two or Three Stars.

 *Two-and Three-Star programs offer better environments for children to learn and grow.

*Stars Programs offer developmentally appropriate learning environments, which promote cognitive, social, and emotional development for each child.

*Space for children is arranged in interest areas to appeal to specific age groups and to facilitate a variety of activities, including block building, dramatic play, manipulative play, art, and book reading.

*Teaching staff and family child care providers continue to receive additional training in child development annually, including pediatric first aid.

*Three-star programs are nationally accredited and meet all Two Star criteria.
